The State Council General Office has released a regulation to improve elderly care services and meet the multilevel and diverse needs of the aged.

國務(wù)院辦公廳發(fā)布了一項法規(guī)，旨在改善老年人護理服務(wù)，滿足老年人多層次，多樣化的需求。

The regulation, with six sections and 28 measures, stressed the need to establish a supervision system on elderly care services, deepen reform of public-funded elderly care organs, and improve precise investment by the government.

該法規(guī)分為六個部分和28個措施，強調(diào)要建立老年人護理服務(wù)監(jiān)管體系，深化公共資助老年人護理機構(gòu)改革，提高政府的精準(zhǔn)投入。

The regulation requires the extending of channels for investing and financing, and achieving expanding employment and entrepreneurship.

該法規(guī)要求擴大投資和融資渠道，擴大就業(yè)和創(chuàng)業(yè)。

A system will be formed to recognize the skill of caregivers and provide them with more education and training opportunities, it said.

它將形成一個系統(tǒng)，以識別護理人員的技能，并為他們提供更多的教育和培訓(xùn)機會。 

It also demanded the protection of the elderly rights and interests, while dealing with illegal fund-raising in the elderly care sector.

它還要求保護老年人的權(quán)益，同時處理老年人護理部門的非法集資問題。

High-quality elderly care should be advanced and elderly care facilities improved, it added.

它補充說，應(yīng)提高高質(zhì)量的老年人護理，改善老年人護理設(shè)施。

The regulation asked all regions and related departments to improve their elderly care systems, and said the enforcement of elderly care policies would be assessed by the government annually.

該法規(guī)要求所有地區(qū)和相關(guān)部門改善其老年人護理系統(tǒng)，并表示政府將每年對老年人護理政策的執(zhí)行情況進行評估。 

The regulation has made it clear that a long-term care and service system will be created while enabling public-funded elderly care organs to play their due role, said Gao Xiaobing, vice1 minister of civil affairs, at a State Council news briefing Tuesday.

民政部副部長高曉兵周二在國務(wù)院新聞發(fā)布會上表示，該規(guī)定明確表示將建立長期護理和服務(wù)體系，同時使公共資助的老年護理機構(gòu)能夠發(fā)揮應(yīng)有的作用。

In order to expand social capital in elderly care services, the regulation pledged to streamline the procedures for the establishment of elderly care organs, Gao said.

高智晟說，為了擴大老年人護理服務(wù)的社會資本，該條例承諾精簡老人護理機構(gòu)的建立程序。

At least 55 percent of the public welfare lottery funds by the local civil affairs authorities and local government should be used to support elderly care by 2022, the official said.

這位官員說，到2022年，當(dāng)?shù)孛裾?dāng)局和地方政府至少應(yīng)將55％的公益性彩票資金用于支持老年人護理。 

The number of people in China aged 60 and above has reached 250 million.
