On the morning of August 21, the Standing Committee of the Provincial People's Congress held a symposium on the legislation of garbage classification in the province in Chengdu, which will promote the rule of law in the classification of waste.

8月21日上午，省人大常委會(huì)在成都召開全省垃圾分類立法工作座談會(huì)，將推動(dòng)垃圾分類工作法治化。

The reporter also learned from the symposium that in accordance with the Notice of the General Office of the State Council on the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development Department's Domestic Waste Classification System, by the end of 2020, the relevant laws, regulations and standards for waste separation will be basically established. The Provincial People's Congress will complete the revision of the Regulations on the Comprehensive Management of Urban and Rural Environments in accordance with the legislative plan, and supplement the contents of the classification of domestic waste; Chengdu strives to introduce the Regulations on the Management of Wastes in Chengdu as soon as possible.

記者從座談會(huì)現(xiàn)場還了解到，按照國務(wù)院辦公廳轉(zhuǎn)發(fā)《國家發(fā)展改革委、住房和城鄉(xiāng)建設(shè)部生活垃圾分類制度方案的通知》，在2020年底前，基本建立垃圾分類相關(guān)法律法規(guī)和標(biāo)準(zhǔn)體系。省人大將按照立法計(jì)劃按期完成《城鄉(xiāng)環(huán)境綜合治理?xiàng)l例》修正工作，增補(bǔ)生活垃圾分類的內(nèi)容;成都市力爭盡快出臺(tái)《成都市垃圾分類管理?xiàng)l例》。

After the provincial-level legislation, it will help guide the city and state to solve the problems of over-principle and unclear legal responsibilities in local legislative work. Each city and state in the province will carry out independent legislative work in light of its own situation. In addition to Chengdu, two national key cities, Deyang and Guangyuan, will also take the lead in introducing local regulations on waste classification. The four provincial-level demonstration cities of Panzhihua, Zhangzhou, Mianyang and Suining will speed up the legislative work, and the regulations (draft) will strive to be submitted to the Standing Committee of the Municipal People's Congress for deliberation next year.

省級(jí)層面立法后，有助于指導(dǎo)市州解決地方立法工作中存在的過于原則性、法律責(zé)任不夠明確等問題。省內(nèi)各市州將結(jié)合自身情況開展自主立法工作，除成都以外，德陽、廣元2個(gè)國家重點(diǎn)城市也將率先出臺(tái)垃圾分類專門地方性法規(guī)。攀枝花、瀘州、綿陽、遂寧4個(gè)省級(jí)示范城市將加快推進(jìn)立法工作，條例(草案)力爭明年提交市人大常委會(huì)審議。
